Unable to construct a balcony for his apartment legally, Santiago Cirugeda vandalized the building with spray paint, then requested a construction permit for scaffolding to allow him to remove the graffiti. After receiving permission, the scaffolding structure was modified to serve as a balcony. Its construction and use demonstrates an opportunistic and flexible planning strategy, suggesting how citizens may modify their environment in the face of prohibitions.
Santiago Cirugeda is an architect based in Seville who has proposed semi-legal strategies for housing and urban renovation under the name Recetas Urbanas, or “urban prescriptions,” since 1996. He inhabits gaps between laws, exploiting overlap and oversight to practice autonomous architecture.

Je veux un balcon comme celui-là!
Sadly, this technique is used daily by corporations to violate building codes and create unsafe conditions for their workers. It is an interesting strategy for city dwellers, but one that is easily abused and misused by commercial interests.
Pour moi, ce projet détonne avec le reste de l'exposition. Il ne défend pas le bien commun. Au contraire, il propose une vision complètement individualiste du développement urbain.
I agree with Emilie. Imagine that alleyway if every house had a balcony like this - it would be completely dark and enclosed, no daylight at all. Sometimes the rules are there so that we can't be selfish like this.
J'ajoute ma voix à celle d'Émilie et de Louise : idée totalement anti-sociale, égoïste, pouvant mener à la cacophonie urbanistique et architecturale.
Dans la mesure où des interventions comme celles-ci restent de toutes évidences peu nombreuses et exceptionnelles, je crois que la beauté du geste, la liberté et l'ingénuité qu'il exprime, de même que sa valeur artistique et politique, compensent largement pour son impact négatif qui demeure tout compte fait très minime. Il n'est pas le seul à bénéficier de ce balcon installé suite à son geste de rébellion ou d'opportunisme: en tant que spectatrice ou passante, je me rejouis d'une telle initiative qui apporte une saveur singulière à un parcours, un trajet, un édifice, à la vie quotidienne tellement normée.
Chercher à singulariser un lieu selon son ressenti et ses besoins n'est absolument pas antisocial. Je vois au contraire cet acte comme une participation active à la vie de la cité.
