Des membres de l’Hafenrandverein (Association du secteur du havre) ont mis sur pied le projet Park Fiction pour empêcher un projet d’aménagement des rives de l’Elbe à St. Pauli. La campagne rassemblait des artistes et musiciens marginaux et des citoyens. Park Fiction a permis d’organiser des événements et d’inventer des outils afin de concevoir un projet différent de celui du promoteur.
L’équipe de Park Fiction a créé des archives de souhaits, une bibliothèque portable, un studio de fabrication de maquettes en argile, une ligne téléphonique directe pour émettre ses souhaits, un conteneur servant à l’aménagement et une trousse d’action (mallette d’urbanisme portative). Les artistes ont aussi distribué des questionnaires au public. Ce processus de conception collaboratif a permis aux participants de préparer différentes propositions pour le parc dans un environnement social informel. Des souhaits émis fréquemment, comme celui d’une fontaine, étaient reliés à des plans individuels, ce qui donnait des résultats comme « fontaine du pirate ». Un souhait a remporté l’adhésion générale : « une maison dans l’arbre aux fraises où aucun adulte n’a le droit d’aller ».
Après huit ans de planification urbaine démocratique et radicale et quelques négociations, Park Fiction est en construction.
Park Fiction est un projet d’aménagement citoyen auquel participent des artistes et des musiciens; il a été fondé en 1994 à Hambourg, Allemagne.
